Dilip Elangbam
MD
Dilip Elangbam, MD is a board certified internal medicine physician, with a broad scope of experience. Dr Elangbam began his medical journey in India eventually becoming certified under the National Board of Examinations.
Several years later he moved to United Kingdom where he began performing medicine in a broad scope of fields while serving on several national boards and major universities in both acute and long term medical care.
Dr Elangbam eventually ending up settling in the Williamsport, PA area initially at UPMC Hosptial and then ultimately at his own private practice and Northeast Knee and Joint Institute. His vast experience over a wide age group provides premier grade medical care with an understanding and passion for regenerative medicine and an excellence in patient outcomes.
Christian Androvette
PA-C Lead Practitioner
Christian Androvette, PA-C, PHPE, hailed from New Jersey originally and was brought to the Susquehanna Valley are to pursue a career as a Paramedic here in Williamsport. He worked in Prehospital Emergency services for over a decade before completing his Physician Assistant education. He attended The Pennsylvania College of Technology Physician Assistant program graduating Cum Laude. He worked in Occupational Health for the Susquehanna Health system before transitioning to the Emergency Department, where he held the Chief- Physician Assistant position for many years. He lectured for the local Physician Assistant program as adjunct faculty bringing his Emergency Medicine expertise to the students.
Christian Androvette, PA-C, PHPE is married and has five beautiful children. In his spare time, he likes to research current medicine therapies in general/critical care and rejuvenate medicine. He enjoys fictional writing and music composition, and production.

Dr. Todd Stefan, M.D., FACS
Medical Board of Directors
Dr Todd Stefan is a well known vascular surgeon and physician, he went to college at Johns Hopkins University. Dr Stefan then attended Drexel University for medical school, and performed general surgery residency and vascular fellowship at Rutgers University of Medicine and Dentistry of New Jersey.
Dr Stefan is board-certified in general surgery as well as vascular surgery, he is also certified in hyperbaric medicine and wound care.
Dr Stefan came to the Susquehanna Valley/Lycoming County and started practicing medicine in 1999. Dr Stefan began in a private practice group, and now is currently employed as a hospital-based physician and surgeon. Dr Stefan has thoroughly enjoyed raising his family and practicing medicine in the Susquehanna Valley of Pennsylvania.
We are pleased to have Dr Stefan’s expert advise and collaboration on wound care protocols and treatments here at Northeast Knee and Joint Institute.
Kelle Steinbacher, BS-HPA, RN, MSN, CRNP
Certified Registered Nurse Practitioner
Kelle Steinbacher, BS-HPA, RN, MSN, CRNP, is the CRNP at both of Northeast Knee & Joint Institute’s locations. Kelle began her medical field education at Penn State University, where she followed her passion for helping others. While in school, she initially spent five years working in-home health and hospice industry. She then enrolled in the University of Rochester for her accelerated BSN program, which gave her a background in the medical sciences and nursing practice.
Kelle then spent four years in Phoenix, Arizona, working in the ER/Trauma field, where she excelled as a traveling nurse. She then moved back to her hometown in Williamsport, PA, where she spent an additional three years in Urgent Care/ER/ICU/CV-ICU medicine. Kelle then followed her interest in becoming a provider by attending Georgetown University and Walden University for her Certified Registered Nurse Practitioner. After becoming a full provider, she had the opportunity to practice medicine in a more holistic environment, which eventually led to her position here at Northeast Knee and Joint Institute.
Currently, at Northeast Knee and Joint Institute, Kelle practices regenerative medicine alongside Dr. Edwin Roman. She has a very caring and empathetic approach to her healthcare services with patients, and the patient outcomes are a reflection of her experience and attitude towards healing.
Jeff Hiserman, PT
In-House Physical Therapist
Jeff Hiserman, PT, is the in-house Physical Therapist at Northeast Knee & Joint Institute’s Williamsport location. Jeff has specialized in Orthopaedics for over 30 years and has successfully treated thousands of patients. He works with all joints from the TMJ to the toes! He is ready to help you successfully recover from your joint problems.
He is certified in Lifestyle Medicine, Orthopaedic Manual Therapy Practice Theory, and Temporomandibular/Craniomandibular Joint Disorders and is currently working on certification in Hand Therapy.
In addition to being a treating clinician, Jeff is also an adjunct professor in the Physical Therapist Assistant and Industrial Design Programs at the Pennsylvania College of Technology and on the Editorial Boards of the Journal of Ergonomics and EC Orthopaedics.
Dr. Edwin Roman, M.D.
Retired Medical Director
Dr. Edwin Roman, M.D. has a long history working in the fields of physical medicine and rehabilitation. Born and raised in Puerto Rico, Dr. Roman earned his medical degree at the Ponce School of Medicine. After medical school, he completed an Internal Medicine internship at the Maryland General Hospital in Baltimore. He completed a physical medicine and rehabilitation residency at the Pitt County Memorial Hospital, which is affiliated with the East Carolina University in Greenville, North Carolina. Dr. Roman then moved to Williamsport, Pennsylvania, where he worked for 16 years at the Susquehanna Health Rehabilitation Center.
While at the Susquehanna Health Rehabilitation Center, Dr. Roman treated patients with diverse rehabilitation needs, including stroke, brain injury, spinal cord injury, amputations, and debility. In the spring of 2006, he was honored with the CARE Physician of the Quarter award.
After parting ways amicably with Susquehanna Health, he worked in the Allentown/Bethlehem area filling in for other physicians before returning to our area. Currently, Dr. Roman lives with his wife and two daughters in Williamsport. He spends his time off work staying active at church, honing his computer skills and increasing his music collection.
